An acompanying note from Comptroller Vincent Shea reads "The purpose of this manual is to set forth, in one volume, some of the general administrative policies and procedures currently in effect at the University. This information is for the guidance of Deans, Department Heads, and their assistants in directing the "business" affairs of the various academic schools and administrative departments."
